 Why Institutions Matter in the Eurozone

This paper assesses the desirability and feasibility of two possible governance innovations among those currently under discussion in the Eurozone: a mechanism of wage coordination, and contractual arrangements (or ‘reform contracts’) between the EU and member states.  Beyond economic and political arguments, the paper invites commentators and policymakers to shift their focus of attention from conception to implementation.

This ranges from technological change and disruptive economic forces to growing insecurity and inequality, fragile tax systems, skills and education mismatches, polarised labour markets, uncertainty over middle income jobs, and vulnerable social security settlements.

The Risk-Reward Nexus

This paper offers a new perspective on why 'smart' innovation-led growth has not led to 'inclusive growth'. It argues that there is a disproportionate balance between the 'collective' distribution of risk taking in the innovation process (e.g. 'open innovation'), and the increasingly narrow distribution of the rewards.
