    The secretary of state for the environment, Hillary Benn, was among the speakers debating “Achieving a global deal on climate change” at a joint Policy Network and IPPR seminar at this year's Labour party conference in Manchester.

    As the secretariat of the progressive governance network, Policy Network has been charged with the intellectual and logistical planning for the progressive governance conference 2008.
