Policy Network and The Group of the Alliance of Liberals and Democrats for Europe (ALDE) will host a debate to mark the launch of "On Governing Europe", a new pamphlet by Andrew Duff MEP.

About the book
The financial and economic crisis is transforming the way the European Union is governed. Only deeper integration will save the euro and lead to economic recovery. Fiscal union requires a federal economic government accountable to voters and taxpayers and grounded in a durable constitutional settlement.

Andrew Duff MEP traces what has gone wrong with the first arrangements for economic and monetary union. He describes what the EU has done since 2008 to manage the crisis and to shore up economic governance. He sets out an agenda for banking union, fiscal union and political union involving urgent action now as well as a serious political commitment by EU leaders and institutions to radical treaty revision in 2015.

Duff, who is one of the EU's leading specialists on constitutional matters, spells out his vision of the new European polity. He argues that the rest of the EU cannot accept another UK veto of the moves towards full federal union by way of the threatened referendum. He proposes to establish a new category of associate membership to cater for the UK if it chooses neither to join nor to block the more united Europe.

About Andrew Duff
Andrew Duff has been spokesman on constitutional affairs for the Alliance of Liberals and Democrats for Europe (ALDE) in the European Parliament since 1999. He co-chairs the Spinelli Intergroup of federalist MEPs, and is Parliament's rapporteur on electoral reform. He has been President of the Union of European Federalists since 2008, a non-governmental and supranational organisation dedicated to the promotion of a democratic and federal Europe. He is a member of the European Council on Foreign Relations.

Duff was a member of the Convention on the Charter of Fundamental Rights (1999-2000) and of the constitutional Convention on the Future of Europe (2002-03). He represented the European Parliament in the intergovernmental conference which concluded the Treaty of Lisbon. Previous to his election as Liberal Democrat Member of the European Parliament for the East of England in 1999, Duff was Director of the Federal Trust for Education and Research in London.
