González Reflection Group: the future of the EU

Recently described by Jacques Delors as "a report to be studied and debated with utmost attention by EU governments", the González Reflection Group, who will report their findings at a special EU heads of state summit in spring 2010, will come to London on 9 December for a high-level consultation on the key internal and external challenges which the EU is likely to face in 2020-2030.

Following on the heels of the conclusion of our flagship research programme "An EU fit for purpose in the global age", the meeting organised by Policy Network, in partnership with UACES and the University of Oxford, will allow the Reflection Group to share their insight on the progress made and take on board reactions and specific proposals.

Written submissions from across the Policy Network/UACES networks are most welcome, and have been requested and encouraged by the Group to be submitted for consideration by early January 2010.

Background


Launched by EU leaders in December 2008, and led by former Spanish Prime Minister Felipe González, the Group aims to identify the key internal and external challenges which the EU is likely to face in 2020-2030, and analyse how these might best be addressed. The issues range from the post-Lisbon Agenda, migration, climate change, energy security and global insecurity to finding ways of better reaching out to citizens and addressing their expectations and needs.

Written input for the seminar and final report


The meeting will allow the Reflection Group to share their insight on the progress made and take on board reactions and more specific proposals. The discussions will feed into the final stage of drafting the report, to be presented by the Group at a special EU heads of state summit in spring 2010. Those interested are welcome to submit short written contributions. Please read the call for input. Discussion seminar

This timely seminar will bring together a select group of 25-35 senior academics, politicians and policy strategists to discuss the future development of the EU with key members of the Reflection Group, including Kalypso Nicolaidis, professor of International Relations at the University of Oxford, Vaira Vike-Freiberga, former President of Latvia and vice-chair of the Reflection Group, and Rainer Münz, head of research & development at Erste Group Bank AG.

The day’s discussion should thus focus on the key areas that are dealt with by the Reflection Group, as laid out in its mandate:

• Analysing the global opportunities and threats for the Union from a 2020/2030 perspective
• Discovering new mechanism to increase the EU’s legitimacy and improving its value in citizen’s daily life
• Finding an improved balance between the appeal of Union commonality and the persisting diversity and plurality of its Members and citizens.
• How to maintain and modernize the European social and economic model
• Assessing approaches to the challenges of changing demography and increased diversified migration
• Reviewing future developments and connection of energy, climate change and the environment
• Solutions to questions of internal as well as external security including organised crime, drug trafficking and terrorism
• Evaluating Europe’s future role in the world in the face of new global threats and opportunities
